Documents needed by an NGO in the event of
inspection by a relevant government body

NGOs
all over Russia are being inspected, especially those in receipt of funds from
abroad. These inspections are taking place
on a massive scale involving NGOs in the regions of Krasnodarsk, Volgograd,
Saratov, Rostov, Penza, the cities of Moscow and St Petersburg, and the
Republic of Chechnya. The exercise is of a complex nature involving not only
the public prosecutor’s office but also the tax inspectorate, the ministry for
emergencies, the consumer protection service and in some instances the
department for combating extremism (Centre E).

The
Civil Rights Resource Centre advises that NGOs should have to hand copies of
their reports to the ministry of justice and the office of statistics and fire
certificates issued for non-residential premises. The centre’s lawyers note
that reports need to be with the ministry of justice by 15 April and those from
charitable organisations need to arrive by the end of March. Reports relating
to socially oriented NGOs in certain formats need to arrive at the local
offices of the statistics service by 1 April. Organisations should provide
their balance sheet or tax declaration (in the case of organisations using the simplified
tax system) in addition to the reports.

The
centre asks to be notified of all incidents occurring in the course of an
inspection on the federal legal helpline for NGOs – telephone no
8-800-333-30-68 – between 11:00 and 17:00 hrs on weekdays which is free of
charge.
