Draft order on register of ‘foreign agent’ NGOs

Legal professionals
consider that this document introduces additional restrictive measures for
NGOs, not stipulated by the law “On amendments to certain legislative acts of
the Russian Federation regulating the activities of NGOs acting as foreign
agents”.  Some provisions of the draft
order contradict the Russian Constitution, which guarantees the freedom of
activity of public associations and emphasises that “The rights and freedoms of
man and citizen may be limited by the federal law only to the extent necessary
for the protection of the fundamental principles of the constitutional system,
morality, health, the rights and lawful interests of other people, for ensuring
the defence of the country and the security of the State” (Articles 30, 13, and
55 (part 3) of the Constitution of the Russian Federation).

 

Human rights activists suggest that the draft law should
exclude those points which, in their opinion, give the Ministry of Justice
powers not stipulated in federal legislation.
