The State Duma has approved a bill protecting the rights of children with disabilities.
The bill was submitted to the State Duma in the autumn of 2022 and was adopted immediately in the first reading.

At the plenary session on 21 May, the State Duma adopted immediately a bill at second and third reading that prohibits the withdrawal of pensions received by children with disabilities or adults with incapacity when inheriting debts from their parents.
It was also proposed that the immunity from recovery be extended to social assistance payments for survivor’s pensions.
“This can happen in cases where the pension of minors with disabilities and adults with incapacity goes to the accounts of their parents, adoptive parents or guardians. When these people cannot pay off their debts, the pension of a disabled person turns out to be unprotected during executive procedures,” Vasily Piskarev, head of the State Duma Committee for Security, previously noted.
