New ways to finance regional CSO (NGO) contests in Russia

Russia’s largest grant operator has begun accepting applications from the heads of Russia’s regions for support for CSOs operating at a regional level. The window will remain open until 15 February.

On 14 January, the Presidential Grants Fund published Regulations for the co-financing of regional competitions for CSO support. It sets out the procedures for applying, filing an application, reporting on results by grantees, the financing formula and the criteria for regional operators and competitions.

The document states that in every region the fund will support just one operator or one authorised body. In order to qualify for co-financing, the regional heads must apply to the fund before 15 February. The fund will then submit the proposals to the Coordinating Council before 5 March. Agreements between the fund and Council will then be made public, and from 5 March until 30 April 2021 regional operators must complete an electronic application form on the Presidential candidates’ website. Further regulations can be found in the fund legislation.

The fund is prepared to co-finance grants and subsidies with the exception of those supporting IOPUs (organisations providing social services) or carrying out state sanctioned social support.

The maximum value of a presidential grant is 150 million roubles. The amount given will depend in part on the number of CSOs participating in the programme in the given region, according to data from 14 January.
