Putin signs law on job quotas for people with disabilities
A law on additional guarantees for the employment of people with disabilities has been signed
The law changes the principle of job quotas for this category of workers.
The law, which President Vladimir Putin signed on June 28, makes changes to the previous laws “On employment in Russia” and “On the social protection of people with disabilities in the Russian Federation”.
The new law will create a unified digital platform that will help with job placement in much the same way as employment centres. You can find an overview of where and how people with disabilities can work here.
The document transfers the detailing of quotas for people with disabilities from the law “On the social protection of people with disabilities”, to the law “On the employment of the population”.
In addition, the principle of quotas in general is changing: the quota will only be considered fulfilled when concluding contracts with individuals, and not just when creating jobs for them.
For companies with more than 100 employees, a quota for the employment of disabled people is set at 2-4% of the total staff.
For companies with 35-100 employees, it sits at no more than 3%.
The law states that employers can hire aid workers from various public associations to accompany workers with disabilities and to provide them with support.
The law entered into force on July 1, 2021. The quotas are expected to be met by March 1, 2022.
