Russia government to clarify ‘foreign sources’ in NGO law

The government will clarify the concept of foreign sources in the law on NGOs

Tatyana Golikova, Deputy Prime Minister of the Russian Federation, has called for issues within the current legislation on non-profit organisations to be amended.

 

The Ministry of Economic Development, the Ministry of Justice and the Ministry of Finance were instructed to draft a law clarifying the concept of foreign sources in the legislation on NGOs. This includes the implementation of export operations, as well as the determination of the procedure for obtaining information from NGOs about the funds they receive and the property of Russian legal entities receiving funds from abroad. An interim report on their behalf must be submitted by April 29th, 2019.

 

In addition, Deputy Prime Minister Tatyana Golikova instructed the Ministry of Justice to address the issue of amending the ministry’s order, from August 2018, on the reporting forms of approved NGOs by March 20th. The Ministry of Justice has already submitted a draft amendment to the order. According to this amendment, the column for the expenditure of finance received from foreign-funded Russian legal entities will be filled in from 2019. The document is currently in the public comment stage, which will last until March 15.
